Grant Park Sewer Repair Project Construction: Update (October 17, 2014)

The Grant Park Sewer Repair Project will replace or repair about 11,500 feet of public sewer pipes that are between 89 and 104 years old and failing due to age. The project will increase sewer capacity and reduce the risks of street flooding and sewage releases to homes, businesses and streets. Construction should be completed by March 2015.

Developments of Note

Completed
Sewer repairs and pavement restoration on NE Broadway are now complete. Crews will return to line a pipe in NE 28th Avenue, affecting a lane or two of NE Broadway for one day. Thank you for your patience during work on this very busy street.

Work Started
Work has begun on NE Schuyler Street west of NE 33rd Avenue, and will continue throughout the neighborhood into spring.

Upcoming
  • Beverly Cleary School (NE Hancock between 32nd and 33rd avenues) - Work will be coordinated with school and start this fall.
  • Traffic changes are anticipated on NE Hancock, temporarily making it one-way westbound. This will ensure parents and buses have adequate and safe access. The school will distribute additional information to families.
  • Please follow signage and directions from flaggers.
Reminder
Since work started in June, one business on NE Broadway experienced a sewer backup. The city determined that roots in the property’s private sewer line caused the backup. Many of our houses have old pipes that could be affected by nearby construction like digging, so stay aware.

What to Expect During Construction
  • Work hours are 7:00 a.m. to 6:00 p.m. Monday through Friday, but the contractor may schedule work during the same hours on Saturdays.
  • Construction will create noise, vibration and dust and will disrupt normal neighborhood activity.
  • Minor tree trimming may occur in the public right-of-way.
  • Traffic control signs will be set up, and flaggers may direct traffic on higher-volume streets.
  • On-street parking in or near active work areas is prohibited during construction hours. Please plan to move your vehicle by 7:00 a.m. in work zones.
  • Equipment and materials may be stored on nearby streets overnight.
  • There may be periods of inactivity between construction phases.
  • A city inspector will be on-site during work hours and may be able to assist you with construction concerns. Inspectors typically wear a hard hat and a green City of Portland safety vest.
  • Please stay clear of all construction activities and keep children and pets out of construction areas.
  • You should receive a doorhanger notice a few days before work starts on your street.
  • Keep in mind schedules are always subject to changes due to weather, supply availability, or other issues.

TriMet News: Change for Trains Through Rose Quarter Tansit Center


Hi all,

Just a quick update from TriMet. They are changing how trains run through the Rose Quarter Transit Center:
  • Westbound MAX Blue, Green and Red line trains will be running on the center track and serving the middle platform beginning Tuesday, Oct. 21. 
  • Schedules will not be affected.

PBOT Work: Traffic Advisory

TRAFFIC ADVISORY
Street improvements to close lanes on NE Killingsworth Street
from NE 33rd to NE 41st avenues Oct. 16-20

(October 14, 2014)  – The City of Portland Bureau of Transportation advises the traveling public that street improvements will require lane closures of NE Killingsworth Street from NE 33rd  Avenue to NE 41st Avenue from Thursday, October 16, through Monday, October 20, 7 a.m. through 5 p.m. each weekday. Some work may also be done this weekend.

The lane closures will allow crews to grind and pave sections of the road equaling approximately 1.01 lane miles.

Parking restriction barricades will be in place one or two workdays before the start of work.

Access will be maintained for businesses and residents. The public is advised to expect delays while repairs are being made. We ask the public to travel cautiously, observe all lane closures and directions by flaggers, and use alternate routes if possible.


This work is weather-dependent and the schedule may change.

Portland Housing Bureau News: N/NE Housing Strategy

Our friends from the Northeast Coalition of Neighborhoods want to be sure we are up to speed with a project that involves our neighborhood, the N/NE Housing Strategy. Take a moment to review the details and consider attending one of the forum meetings... spread the word and get involved!

What is this project?

The project is a $20 million financing initiative in North/Northeast Portland over the next five years. The effort is focused in the Interstate Corridor Urban Renewal Area in response to the community’s well documented need for affordable housing and other investments in neighborhoods most impacted by displacement.
While the funds, along with those previously budgeted and programmed, will mostly be used to invest in buildings, the process for determining how and where to spend the money provides an opportunity to engage community members in ways that begin to address a long history of institutional racism and displacement of residents and businesses. (more) 

Your voice is needed.

Community input will help shape the strategy. During Summer/Fall of 2014, Portland Housing Bureau (PHB) and community stakeholders will design a set of recommendations for prioritizing investment of these housing resources, that begins to address affordable housing needs.

Attend a Community Forum:

You will learn information about the current opportunities and how available affordable housing tools can be used. Participants will also see alternative scenarios for investments and programs. The goal is to seek consensus about which strategies most directly improve affordable housing stability and choices.

Grant Park Village Update: NE 32nd Ave

The following is an update from Monty Orlando, Project Superintendent with Grant Park Village. Please make note of the details he outlines and plan accordingly.

Neighbors & Businesses,

NE 32nd Ave has done it’s job carrying the heavy traffic loads over the years and during the past year for construction of the Grant Park Village project.  The time has now come to remove the torn up road and replace it. In order to complete this work, 32nd Ave will need to be closed Monday September 29th starting at 12 noon,  and remain closed through Saturday October 4th.  (Actual asphalt paving of the road is scheduled on Saturday the 4th and is good-weather dependent).  The road will re-open on Sunday October 5th (barring any weather delays).  


It will be necessary to close the east entrance to the Fred Meyers’ parking lot. The detour route during this road closure for deliveries and the residences along NE Weidler will be NE 30th Ave.  Altus Traffic Management will be conducting traffic flagging control during this week.  We understand that this will cause some degree of inconvenience during this closure, but we are looking forward to getting this road re-paved and providing a smoother street for everyone’s use.  Thank you in advance for your patience and cooperation.

Wind Storm Blowing Through Sullivan's Gluch

Lots of serious wind happening in our neck of the woods today! While many of us are used to a gentle rustle that beckons from the gulch, this is must stronger and the storm has even taken part of a large old maple tree down. The portion of the tree that snapped off is substantial; crews from multiple utilities have responded and traffic flow is temporarily impacted. Here are the details and few photos:
  • The tree is located NE Weidler and NE 22nd. The fallen section of the tree is completely blocking NE Weidler. 
  • Power lines on the south side of street are entangled.
  • Portland Police has everything taped off and a cruiser is stationed.
  • NE Weidler taped off at NE 21st.
  • Plan for some traffic back-up on the west side of NE 21st and a little extra drive through traffic  for those of us who are nearby as people reroute themselves to get around the blocked off area. 





Our neighborhood has many amazing old trees. Chances are that many of us have a few more twigs to pick up in the driveway and on the sidewalk today... if you ever come accross a situation where power lines are impacted there are some very important things you must do. Pacific Power advises the following: 
  • If you spot a power line down, keep everyone out of the area and call 911 and Pacific Power at 1-877-508-5088. Never try to move a downed line. Always assume a downed line is energized and dangerous. Touching a live line or anything near it – like a fence or a puddle – can cause electricity to flow through your body, resulting in serious injury or death. Stay safe and stay away.
  • If an electric line falls on your car and you're inside it, stay inside until help arrives. You are safe from electrical shock as long as you're inside the vehicle. If you must escape due to a car fire, leap from the open vehicle with both feet together, (and continue to hop away with both feet together) taking care not to touch the car once you've made contact with the ground. Warn others to stay clear of the vehicle until power company officials arrive.

The project will increase sewer capacity and reduce the risks of street flooding and sewage releases to homes, businesses and streets. Construction should be completed by March 2015.

SCHEDULE
Here is the tentative schedule for upcoming work. Please be aware that this schedule is subject to change due to conditions underground, weather, traffic impacts, availability of materials or other factors. We will continue to keep you updated.

PARTIAL DAY CLOSURES AT INTERSECTION OF NE BROADWAY AND 30TH CONTINUE INTO NEXT WEEK, PARTIAL DAY CLOSURES AT NE 28TH BEGIN NEXT WEEK
  • The intersection of NE Broadway and NE 30th Avenue will continue to be closed until midway through the week of September 8 during construction hours, 7:00 a.m. to 3:00 p.m. Monday through Friday. Motorists will be able to access residences and businesses south of Broadway using NE 32nd or NE 28th. Please watch for signs and follow direction from flaggers. Flaggers will assist pedestrians at this busy intersection.
  • Once the intersection of NE Broadway and NE 30th Avenue reopens, work will move to the intersection of NE Broadway and NE 28th Avenue which will be closed during construction hours, 7:00 a.m. to 3:00 p.m. Monday through Friday. Work at this intersection will take up to a week and a half. Please watch for signs and follow direction from flaggers.
  • Watch for no parking signs; these will begin to move to accommodate the work zones and alternate accesses to businesses.
  • Motorists should expect delays on NE Broadway, but one lane in each direction will remain open at all times and two lanes in each direction will be open by the afternoon commute. Work on NE Broadway should be completed in September.
  • TriMet will temporarily relocate bus stops along NE Broadway as needed during construction.

UPCOMING WORK
The contractor is scheduling work on residential streets, including pavement restoration work on U.S. Grant Place, and returning to complete the work started on NE Hancock Street. The work on these streets will likely occur after work in NE Broadway is complete.

Gulch-O-Rama is Tomorrow, YAY!!!

Gulch-O-Rama is tomorrow, Saturday Sept. 6th (4pm-9pm). Brought to you especially by the SGNA, this beloved neighborhood tradition is something that shouldn't be missed!!! The Grant Park Sewer Repair Project will replace or repair about 11,500 feet of public sewer pipes that are between 89 and 104 years old and failing due to age. The project will increase sewer capacity and reduce the risks of street flooding and sewage releases to homes, businesses and streets. Construction should be completed by March 2015.

SCHEDULE
The following work is anticipated over the next weeks. Please be aware that this schedule is subject to change due to conditions underground, weather, traffic impacts, availability of materials or other factors. We will continue to keep you updated.

CONSTRUCTION ON NE BROADWAY BETWEEN 32ND AND JUST WEST OF 30TH, PARTIAL DAY CLOSURES AT 30TH TO BEGIN NEXT WEEK
  • Construction crews are working on NE Broadway between 32nd and 30th avenues and construction has closed Broadway at NE 32nd Avenue. The intersection should re-open soon.
  • Beginning the week of August 25, the intersection of NE Broadway and NE 30th Avenue will close during construction hours, 7:00 a.m. to 3:00 p.m. Monday through Friday. Work at this intersection will take up to two and a half weeks. Motorists will be able to access residences and businesses south of Broadway using NE 32nd, which will soon be reopened, or NE 28th. Please watch for signs and follow direction from flaggers. Flaggers will assist pedestrians at this busy intersection.

The Portland Water Bureau Wants to Hear from YOU

Hi Neighbors! 

Below is a letter from the Portland Water Bureau. They are looking for feedback regarding the May drinking water advisory... They've created a survey (it takes about 5 min or less to complete) and this is an excellent way to connect with them.


Dear Water Customer,

In late May of this year the Portland Water Bureau sent a drinking water advisory (boil water notice) to customers telling them to boil their drinking water because of potential contamination.

While the Water Bureau is always working to keep our drinking water safe, we would also like to improve how we communicate important information to you in an emergency situation.

We want to hear from you about your experience during the drinking water advisory in May.

We will use this information to improve the way we communicate with you and other community members in the future.

TriMet Repair Notice


Hi everyone, 

Passing along a notice regarding some TriMet work that will impact our neighborhood:

TriMet will begin track bed repair at 11th and Holladay from August 11 through August 15th. Buses will bridge the connection between the Lloyd and Convention Center stations. 

Plan accordingly for the next week and a half and refer to TriMet's website for additional information related to the specific repair project.

Update Report: Portland Comprehensive Plan

SGNA-LUTC has been following the progress of the Portland Comprehensive Plan process for over a year.  We have brought you progress reports generated by the City of Portland and associated with various committees attended by SGNA-LUTC representatives. Presently, Lauren Jones and Carol Gossett are members of the Mixed Use Zone Review Project Committee which is that portion of the Comprehensive Plan process related to zoning review of all commercial-mixed use corridors throughout the city. This committee is an extension of the comprehensive planning effort described in the following sites.  

Please take a look at the sites shown below, understanding that this proposed policy format will ultimately be refined through an upcoming public engagement process. At the time the public meetings become scheduled and published we will announce the times, dates and locations of the meetings for your information.

The City of Portland Bureau of Planning and Sustainability (BPS) released the Proposed Comprehensive Plan on Monday, July 21 2014.  Here is a link to the Comprehensive Plan web page:  http://www.portlandoregon.gov/bps/65310

New Things Happening at Holladay Park

Holladay Park Partnership announces new plans for Portland’s Holladay Park
                Noted Park planner & manager Dan Biederman to program the park

PORTLAND, July 21, 2014 - Yoga, concerts, evening movies, fitness classes and family programs will be among the many new activities when Holladay Park, adjacent to Lloyd Center in northeast Portland, opens with exciting new opportunities for enjoyment, starting Monday, July 21st.  The announcement was made by The Holladay Park Partnership, a new non-profit entity that is a collaboration between Portland Parks & Recreation, and neighborhood residents and businesses, including Lloyd Center, the district’s historic shopping mall.
The Holladay Park Partnership also announced that Dan Biederman, one of the country’s leading urban parks and streetscape planners & designers, and his company, Biederman Redevelopment Ventures Corporation ( www.brvcorp.com ), has been retained to lead efforts to revitalize the park with programming and events that complement the scheduled redevelopment and renovation of Lloyd Center, which also begins this year and will continue into 2015.
In the coming weeks, Holladay Park will debut an array of free programs, intended to appeal to a broad mix of park visitors.   The park will feature moveable seating, a reading room, and a host of games and activities available to the public.  A series of musical events, fitness classes, games, food trucks, and movie events have been scheduled throughout the summer.  Visitors to Holladay Park will be greeted by Park Hosts and Park Rangers. 




 “Parks staff have been working with community partners to consider what positive actions could enhance enjoyment of the park,” says Portland Parks Commissioner Amanda Fritz.  “After making improvements to park lighting and tree pruning to improve visibility, the missing link was funding for more active family programs. This collaborative partnership will deliver structured activities, similar to those in downtown's Director Park, for all park visitors to enjoy. Active programming will make Holladay Park a destination for many more families in the 21st century."
“It’s a great honor to work with a city as advanced as Portland in the open space field,” said Biederman. “We’ve been surprised by how many thoughts we share on park programs with the Portland Parks & Recreation staff, and look forward to working closely with them to make Holladay Park a great asset to the citizens of Portland.”


Biederman is known nationally for the revival of Bryant Park which he helped transform in 1992 from a crime-ridden, drug-filled, dangerous midtown location behind the New York Public Library into a seven acre jewel and quiet haven for New Yorkers and tourists in midtown Manhattan.
More recently, Biederman consulted for Klyde Warren Park, a new green space built above a Dallas freeway, and the newly renovated Military Park in downtown Newark, NJ.  Other current BRV projects include Faneuil Hall and South Station in Boston, Erie Canal Waterfront Park in Buffalo, and campus enhancements at Wake Forest University.  Past Biederman clients include the new South Street Seaport in New York, The Boston Common, Rittenhouse Square in Philadelphia, and Baltimore Inner Harbor.
  "Holladay Park is one of those urban green treasures that reminds us of the importance of preserving nature in our neighborhoods.  The tall tree canopy and system of walkways remind us of the park's long history.  The park's proximity to three MAX lines and exciting new development in Sullivan's Gulch and the Lloyd District remind us of its importance to the future of our city and as a gateway into our neighborhoods," said Carol Gossett, a longtime neighbor and representative of the Sullivan's Gulch Neighborhood Association.
