Welcome and Introductions:  We extend a warm welcome to Kenneth Peterson, Grant Park Neighborhood Association Land Use and Transportation Chairperson.  Kenneth will be attending upcoming SGNA-LUTC meetings as our two neighborhoods continue to share information and expertise related to planning and development opportunities within our borders.

Information Sharing:   New apartments and parking by BPS (parking behavior study, cost analysis, and a Trimet service review) When the fact finding is completed, the Bureau of Planning and Sustainability (BPS) will host a public forum with the Planning and Sustainability Commission to present results of the studies. It is scheduled for Nov. 13, 2012, at 1:45  p.m., at 1900 SW 4th Avenue, Room 2500A. This forum will provide an opportunity for the public to relay comments and ask questions about the issue.  Submitted by Carol Gossett
Vancouver-based Holland Residential has sold its prized Axcess 15 apartments complex Holland sold the 202-unit Lloyd District complex, 1500 N.E. 15th Ave., to Chicago-based Waterton Associates LLC. for $48.62 million or $240,717 per unit. The property is 95 percent occupied.  The deal included $33.5 million in financing arranged by Jim Rice and Nick Santangelo of CBRE Capital Markets. Kirk Taylor of CBRE brokered the sale. Axcess includes three courtyards, a fitness center, lounge and parking garage, and occupies 1.88 acres. The property has 171,830 square feet of rentable space. SGNA Board Meeting next Tuesday

Agenda SGNA Board Meeting

3. Speaker - From the Portland Bureau of Transportation, Ross Swanson 

4. Discussion and vote - Fall General Meeting Date and Agenda - our by-laws call for a General
Meeting no more than 7 months past the last. Our last General Meeting was April 19th, 2012. Our next General Meeting needs to be held by or before November 19th, 2012. In addition - our Leaf Pick-up Day is currently scheduled for December 14th. The last day to opt out is Nov. 1. If we are to discuss this as a neighborhood, we are well advised to do so by Tuesday, October 30th.

5. Treasurer's Report

6. Land Use - a report on the Grant Park Village Walk-about, a discussion on continued events
and how to raise neighborhood participation and awareness. We face a critical challenge to communicate effectively with our neighbors. Should they choose to ignore our calls, so be it. However, the challenge is to assure ourselves that we have done our all to reach them, before we sigh and turn at hearing no voice in response.

7. Communications - the next newsletter, and a report on current efforts at re-organization and focus.

9. Lifestyles - a report and congratulatory comments on a job well done - by many accounts the
best Gulch-O-Rama ever as we look towards next year and the potential for new leadership.

Dave Brook is out of town. The meeting will be chaired by Vice Chair Britt Brewer. The meeting will start promptly and be held to schedule. Leadership will try mightily to keep on schedule and adjourn the meeting at 8:30PM, lest some unexpected challenge be hurled before us to extend our duties.

Guest Speaker at July 10 SGNA Board Meeting - starts 7 pm sharp

The SGNA Board is trying something new — we are inviting guest speakers to our Board meeting to give everyone an opportunity to learn more about what's going on in our area.  And we've got a new meeting time 7 PM (instead of 7:30).

Many SGNA neighbors have heard about the N/NE Quadrant Planning Project, while others have actively participated in the planning process.  The planning process has been focused on three main subject areas:  infrastructure, land use, and design policy for the future.  

Our guest speaker for July is Andrew Johnson, with ODOT.  He'll be talking about the overall project and a "lid" concept I-5/Broadway/Weidler interchange.

The N/NE Quadrant project, part of the Central City Planning effort, is being coordinated jointly by the City of Portland Bureau of Planning and Sustainability (PPS) and the Oregon Department of Transportation (ODOT).  

Please join us at 7:00 PM (note new meeting time) on July 10th at Holladay Park Plaza to learn more about the N/NE Quadrant Plan.  Sign in at the front desk and you will be pointed to the meeting room.

PROPOSED AGENDA

1.  NE 21st and NE Multnomah - Zoning Amendment Change recommendation to N /NE Quadrant planning Project. Diane Hale of BPS, and John and Cleo Rumpakis, owners of the property at NE 221st and NE Multnomah will discuss and reach agreement on the Zoning Amendment changes to be proposed as part of the N/ NE Quadrant Planning Project and the coordinated steps and actions being requested of John, BPS, and the SGNA Board and LUPTC committee for presentation at the next Stakeholders Advisory Committee Meeting on May 10th.

2.  Albina Site - Lauren Jones, of Capstone Partners, LLC has requested time to discuss and coordinate the scheduling and presentation of the project for design review by the the City of Portland.

3. Charette of April 19, 2012 - informal review and discussion of notes from the meeting.

4. NE 28th pedestrian crossing - progress, next steps
