- Guest Speaker - From the Oregon Department of Transportation, Mr. John Schnaderbeck Project Manager, Urban Passenger Rail. The Oregon Department of Transportation is studying options for improved passenger rail service between Eugene-Springfield and Portland – a 125 mile segment. This segment is part of the federally designated Pacific Northwest Rail Corridor.

- Communications Committee - An apparent setback/delay in a neighbor stepping forward to serve as Chair of the Communications Committee. A request for support.
- Lifestyles Committee - Planning for Spring Clean-up, an announcement of coordination and planning efforts.
- Land Use Transportation Committee (LUTC) - report of recent activities. A request for Board support for the 3rd Annual Land Use and Transportation Committee Charette.
- Safety & Livability - A report on Committee formation efforts.
- Spring 2014 General Meeting - A proposal to hold the 2014 Spring General Meeting, at the regular Board meeting time of Tuesday, April 8th - to be discussed and decided.
- Proposed By-Law Revisions -
A. Discussion and vote on the proposed By-Law modifications released to Board members for review in February.
B. With Board approval, the proposed By-Laws will be read for the first time in public.
C. Alternative means for a second public reading of the proposed By-Laws to be discussed and decided.
D. The means and methods of presentation at the 2014 Spring General Meeting for neighbor/member consideration and voting will be discussed and decided. - Concluding Remarks
