Sullivan's Gulch Neighborhood Association, Land Use and Transportation Committee
Two Sullivan's Gulch neighbors have been selected by the City of Portland Bureau of Planning and Sustainability to participate in the newly established Mixed Use Zoning Project Advisory Group. Lauren Golden-Jones and Carol Gossett will represent Northeast Portland as this committee discusses healthy connected neighborhoods where services are conveniently concentrated, good transit options offer connections to employment, and a variety of housing types are available.
Growth expected in Portland over the next 25 years can strengthen existing neighborhoods and create opportunities for expanding access to commercial amenities and other services being fostered by the City of Portland as "Centers" and "Corridors" throughout the city as represented in the Comprehensive Plan being created at this time.
The Mixed Use Zoning Project will develop new mixed-use planning and zoning designations to help implement the Centers and Corridors concepts that emerged with the Portland Plan's Healthy Connected City strategy. Portland's new Comprehensive Plan proposes to focus commercial activity and a majority of new household growth in mixed-use centers and corridors that will serve as the anchors of convenient, walkable neighborhoods.
The project will primarily focus on revising the city's Commercial and Central Employment zones that are applied outside of the Central City. These zones, in which mixed-use development is allowed, were developed in the early 1990's when auto-oriented and lower intensity commercial uses were more typical. They require revision to address issues common with newer intensive mixed-use forms, such as building mass/bulk, design/context, transitions/step-downs, and ground-floor uses.
The project will:
- Include a public participation process, and an advisory group
- Complete a best practices report that considers the zoning tools and approaches other cities have used to create successful, walkable urban centers
- Evaluate current development and design regulations and development outcomes in existing mixed use/commercial zones to determine what is working well and what needs improvement
- Develop a framework for new mixed-use zones that better respond to different geographic contexts in Portland and the hierarchy of places anticipated in the new Comprehensive Plan
- Analyze development feasibility, and review the zoning approaches with the public, and,
- Write and revise zoning regulations to implement the mixed-use zones framework
