Following, please find descriptions / explanations of the Agenda items noted above.


I. A Presentation from an Important Neighborhood Group

A brief performance by members of PHAME. - The Board of Directors is proud and delighted to have a performance by PHAME members to open our Fall General Meeting. PHAME, based here in Sullivan's Gulch at Grace Memorial Episcopal Church, is the Portland region's fine and performing arts organization serving young and older adults with developmental disabilities. PHAME is an acronym: it stands for Pacific Honored Artists, Musicians and Entertainers. PHAME inspires individuals with developmental disabilities to lead full, creative lives through arts education and performance. The performances of PHAME's members will be an inspiration to us all. II. The Main Event

Safety & Livability in Sullivan's Gulch, a Panel Discussion - In the past few months the Board of Directors received a number of reports of unfortunate incidents in and around the neighborhood. As a result and at the direct request from neighbors, the Board is attempting to re-start the Safety & Livability Committee. Board member Kari LaForge has agreed to assist in assembling information and the Land Use Committee has gracefully agreed to provide a home for the formation of the Committee at their regular meetings at 7:00 PM, at Holladay Park Plaza, on the first Tuesday of each month.

Tonight, starting with a brief re-counting of some of the recent incidents, we have brought together individuals who may have helpful suggestions and comments and can inform our efforts to make an effective Committee and help us to connect with the safety and livability activities of adjacent neighborhoods, coalitions and City-wide .

The panel will consist of:

Mr. Jim Hayden, North Neighborhood District Attorney for the Multnomah County District Attorney's Office.

Officer Michael Schmerber, Portland Police, North Precinct Neighborhood Response Team 3

Ms. Mary Tompkins, Crime Prevention Coordinator, City of Portland, Office of Neighborhood Involvement

Mr. John Canda, founder and Co-Chair of "Connected". Connected has been walking every Friday afternoon and evening at 4:30 and 6 pm in Holladay Park since the tragic death of 14 year old Shiloh Hampton in April of 2011.  Connected started out of the frustration of seeing our children senselessly murdered. They have not missed a Friday in the park rain or shine since being founded. Connect believes that through the process called "Ministry of Place." - occupying an area with large amounts of people who believe that by their mere presence, they will influence that environment in a positive way.

Ms. Carol Gossett, SGNA Board of Director, Chair SGNA Land Use and Transportation Committee, and SGNA's representative to the Board of the Northeast Coalition of Neighborhoods.

Mr. Steve Cole, Board member of the Irvington Community Association, and one of their representatives to the Board of the Northeast Coalition of Neighborhoods.

Mr. Ken Peterson, a Member of the Board of the Grant Park Neighborhood Association and Chair of their Land Use and Transportation Committee.


III. The Business of the Neighborhood

A.Reports from the Chair and Committee Chairs.

B. A Proposed By-Law Revision - a discussion and vote by Board members - The Board of Directors has been reviewing the By-Laws with the intent of proposing modifications and additions to the By-Laws to bring them into compliance with the recommendations of the City of Portland Office of Neighborhood Involvement and the Northeast Coalition of Neighborhoods, Those changes are still being considered and will be recommended to the Neighborhood for consideration at the Spring General Meeting, the date of which is to be determined but that will occur within 6-7 months of tonight's meeting. However tonight, the Board of Directors will consider whether to put before the neighborhood at this Fall General Meeting a proposal to revise the By-Laws to reduce the number members allowed on the Board of directors by six (6) from the current number nineteen (19), to thirteen (13). And thus reducing the number of members required for a quorum to conduct an official meeting from nine (9) to seven (7). Should the Board of Directors vote to put it before the neighborhood at this meeting, the neighborhood will have a chance to vote to accept or reject this proposal.

C. A Call for Nominations of Neighbors for Election to Open Positions on the Board of Directors - No current members of the Board of Directors terms expire and thus, as of this General Meeting none are up for re-election.  Nominations from the floor will be accepted for open Board positions. There are currently eleven (11) members of the Board of Directors.
