4. NECN Announcements/Notices
A. SALT Forums on Sept 19th: "Gender and Justice"; Oct. 3rd: "Preventing Domestic Violence" (both at 6:30pm at NECN office, NE 7th & Wygant)
B. 2 memorial services will be held: Afifa Ahmed Shafi and Lee Perlman (see website for details)
C. Sept. 17th @ 6:30pm: NECN Board Mtg. with all 12 Neighborhood Associations

5. Guest Speaker - Lew Frederick, Congressman, District 43, Oregon House of Representatives, Democratic Party
A. Lew is an Irvington resident; elected in 2010 and 2012, supported by Republicans, Democrats and the Working Families; introduced 33 bills this year, 13 became law, 10 generated meetings and portions of them became law, and the other 10 involve continuing work (e.g., police psychology testing, student data privacy, foreclosure, brownfields); Lew believes this session has been successful; he is now on the full Ways and Means Committee, Education Committee, Land Use, Agriculture and Natural Resources Committee
B. Q & A: Sam asked about the funding for Clean Energy Works that was pulled away; Lew responded that several are interested in the issue but it depends on revenue; Dan asked what support is available for the Gulch Trail; Lew responded that there is not a lot of support at the legislative level but that Metro and ODOT may give support, along with Steve Novick and Nick Fish at the local level; Lynn asked about how to fund projects without putting ourselves into bankruptcy; Lew responded that Ted Wheeler and Peter Buckley are good to contact and adamant about reviewing projects and costs; Lynn asked about agriculture, land ownership; Lew responded that he is involved with and concerned with these types of land and water issues

A. Stephen: His 4th year as coordinator, best yet; lots of new sign-ups; see insert in Gazette for write-up; collected $397.45, record raffle ticket sales and neighborhood interaction, Specific thanks given to our sponsors, Pets on Broadway, Timmco Insurance and The Postal Annex.

7. Communications Committee -

C. Key: work on goals, together more effectively, and by Board retreat provide suggestions
Finance Committee / Treasurer - report - In transition; no balance to report
Land Use Transportation Committee (LUTC) - report and special presentations
A. Britt: Motion: Allow for nomination of SGNA's LUTC for 2013 Spirit of Portland Awards

B. Resident, Mr. Morey, has addressed safety at 21st and Multnomah
PBOT shared a map with the LUTC that showed the busy, critical intersection and suggested that 2 bike lanes be built to make left or right turns onto Multnomah. PBOT will come back with further recommendations
C. Garden Club for Halsey, Clackamas and Wasco - No one maintains the garden areas; neighborhood residents can do this with the help of PBOT for supplies, assistance, etc.
D. Boundary study - 9 parcels, 1,433 ft. of frontage between 33rd and 37th on Broadway. Next step: approach property owners about designating territory as part of Sullivan's Gulch
E. Speaker series - Attempting to get Steve Novick for October, PHAME for November (donations accepted at door), and New Seasons in December
F. Comprehensive Plan/Zoning- We are currently midway through the Comp. Plan update; the N/NE Quadrant Plan will be approved soon, with Broadway as a civic corridor designation. PEGS have been assigned to talk about the City Quadrant Plan. In November, will start working on public engagement with the City (zoning grant was awarded).
L. Golden-Jones, A. Alvis, and C. Gossett are the committee working on this; will soon be looking for a letter of support from SGNA, important to envision the future and think about the market for next 25 years, 3 major categories: Dual zoning, Land use issues (e.g., variance), and Commercial district zoning
E. NECN is in transition (Carol and Ed Abramson on Land Use Committee); Debbie Bischoff who has been our liaison for 13 years has been reassigned.
Concluding Remarks
A. Sam and Brad (Indow Windows): currently working with Holladay Park on issues with roof noise; commented on the strong sense of community in Sullivan's Gulch
B. What are the rules on goats in the neighborhood?
Some residents are interested in obtaining barnyard animals/goats
Some residents have reported problems with goats
What is the difference between City rules and Vector Control rules?
Postpone discussion for next meeting.
