Call to Order, Welcome and Introductions:  

• Guest: Nan Sparks, Portland Bureau of Planning and Sustainability to meet SGNA-LUTC and to discuss how we can work together regarding local and regional planning details and the Comprehensive Plan.
• Grant Park LUTC Representative:  Ken Peterson, GPNA

Team Leader Topics, Comments, and Updates from Members:

1. Lauren Jones – Grant Park Village
   Construction progress of Grant Park Village and New Seasons 
2. Melissa Cannon/John Frewing – Follow Up to August 13, 2013 Board Meeting
   LUTC was given consent to proceed with the organization of a Garden Committee to clean, trim, and remove debris from public planted areas in the neighborhood.  How do we proceed?
   Committee to discuss the PowerPoint presentation prepared by Melissa – should we include the presentation on the SGNA Board agenda for October.  Recall that the visual equipment did not work at the time this presentation was to be presented.  Melissa, you may want to bring the presentation to the LUTC meeting if you have a way to show the images to the committee.
3. Boundary Adjustment Procedures and Research ProgressSub-committee volunteers:  Ken Peterson, GPNA and Carol Gossett, SGNA
   Results of SGNA and GPNA Board Meetings presented to respective Boards on Tuesday, September 10, 2013
   Results of PowerPoint presentation to NECN Board presented Tuesday, September 17, 2013
   Next Steps
   Look at the bylaws of the neighboring NAs to confirm that the area is not actually within their boundaries (DONE)
   Research land details, i.e., addresses, parcel improvements, etc. (DONE)
   Prepare power point presentation for SGNA/GPNA Boards (DONE)
   Talk to the property owners to let them know SGNA is interested in adding the area to our east boundary
   Talk to the surrounding NAs to let them know the same - this is not actually required, but probably a good idea
   Make final recommendations to SGNA Board
   Change SGNA By Laws to include the described area
4. Zoning Review Subcommittee – Andrew Alvis, Laurent Jones, Carol Gossett 
5. Discuss letter to be written to BPS regarding public process.  Our presentation was interrupted at the last SGNA Board meeting.  We need to discuss a strategy for completing this discussion and requesting a letter to be written by LUTC.
6. Kari LaForge:  Safety and Livability – Meeting with Rob Underwood and Mayor Hales

7. Group Discussion - Speaker Series – Agree Upon Speakers for August, September, October (except for July and August, the following speakers shown are recommendations for committee consideration)  Speaker Series was discussed and assignments made to committee members to schedule and confirm speakers through November 2013

   November – PHAME – Andrew Alvis to schedule and confirm
   December – To be Determined – Under consideration:  Bob Stacey, METRO and
   Steve Novick - City of Portland Commissioner Overseeing Portland Bureau of Transportation
8. Request from PBOT – Carol Gossett regarding Grant for Broadway Commercial Corridor – BPOT was not awarded the Federal Transportation Grant for planning Broadway
9. Sullivan's Gulch Trail – Next Steps – NECN-LUTC will be discussing the subject of the Sullivan's Gulch Trail and how they may participate in the planning and implementation of the trail.  
10. Sullivan's Gulch 1987 Neighborhood Plan – Britt Brewer, Chairman, has asked SGNA-LUTC to review the plan and make comments to the SGNA Board.
