Call to Order, Welcome and Introductions:  


  1. Guest Speaker: Rich Newlands, BPOT to discuss the intersection of 21st Avenue and Multnomah Street,  discuss 24th and Broadway intersection, update the LUTC on progress of 20s Bike Trail planning and implementation


Howard Morey, SG Member, presented his maps and other information regarding neighbors concerns at 21st Avenue and Multnomah Street.  Rich Newlands brought maps illustrating a proposed bike lane change impacted by the vacation of 20th Street at the dairy.  The proposal is to create two lanes of bike traffic at 21st Avenue and Multnomah Street on the east side the 21st and one bike lane from that same intersection south bound over the Banfield Bridge.  Concerns were expressed about traffic movements, traffic counts, and ingress and egress for neighborhood blocks east and west of 21st Street.  There is concern about how the interchange works now and what these changes mean to the future traffic movements in the area.  There was also a discussion related to parking needs of commercial and residential properties along 21st from Multnomah to Weidler Streets. Rich will be returning to future meetings to present more research and development ideas for any changes in this area.


  1. Neighbor:  Howard Morey, 21st Street neighbor


Howard Morey prepared several maps of the 21st Avenue corridor for our use in discussing this area with BPOT.  Concerns ranged from left turns from 21st Avenue northbound onto Multnomah Street to traffic merging north of that same intersection.  His input is appreciated and he will continue to be notified as BPOT gets back to us.


  1. Grant Park LUTC Representative:  Ken Peterson, GPNA to discuss expanded boundaries


Ken brought copies of the research material prepared for SGNA and GPNA board meetings on respectively, on Tuesday, September 10th.  Each Land Use and Transportation Committee (i.e. SGNA and GPNA) will present the prepared material and inform the boards of the intention to meet with land owners to discuss the idea of including the area from 33rd to 37th along the south side of Broadway into the SGNA and GPNA boundaries.


  1. Announcement:  Debbie Bischoff Moving to Central City River Front Planning – Nan Stark to be our new PBPS Representative


Nancy Sullivan suggested we invite Nan Stark to attend one of our SGNA-LUTC meetings.  Carol will extend this invitation.

Project is on scheduling and Lauren did not have any new information to discuss.  The permitting for 32nd Avenue is complete.

  1. Melissa Cannon/John Frewing – Follow Up to August 13, 2013 Board Meeting


  1. LUTC was given consent to proceed with the organization of a Garden Committee to clean, trim, and remove debris from public planted areas in the neighborhood.  How do we proceed?


  1. Create a map of the areas to be maintained
  2. Meet with BPOT to research any jurisdictional issues/agreements
  3. Meet with Fred Meyers to seek donations (plants, dirt, etc.)
  4. Create an advertising campaign to inform the neighborhood of this activity and to interest volunteers

Rich Newlands was asked if there were any rules and regulations or restrictions related to neighborhoods cleaning and maintaining planted areas at the terminus of Halsey, Clackamas, Wasco, and Multnomah Streets along 28th Avenue.  Rich will get back to Carol with information.  


  1. Boundary Adjustment Procedures and Research Progress


Sub-committee volunteers:  Ken Peterson, GPNA and Carol Gossett, SGNA

  1. Look at the bylaws of the neighboring NAs to confirm that the area is not actually within their boundaries
  2. Research land details, i.e., addresses, parcel improvements, etc.
  3. Talk to the property owners to let them know SGNA is interested in adding the area to our east boundary
  4. Talk to the surrounding NAs to let them know the same - this is not actually required, but probably a good idea
  5. Prepare power point presentation for SGNA/GPNA Boards
  6. Make final recommendations
  7. Change SGNA By Laws to include the described area

The committee reviewed Ken Peterson's copy of the boundary presentation research and presentation materials for the upcoming board meetings.  John Frewing asked is we can show the proposed Sullivan's Gulch Bike Trail location.  Carol said she has a map showing the existing and proposed infrastructure along the greenway and she stated she will add this map to the material.

  1. Zoning Review Subcommittee – Andrew Alvis, Laurent Jones, Carol Gossett 
Board to review zoning maps and make comments in preparation for a meeting scheduled with the SGNA Board after the regularly scheduled meeting Tuesday, September 10, 2013.

Andy and Lauren will summarize LUTC discussions related to zoning review work conducted by the committee.  Carol will present a summary of the Comprehensive Plan work completed to date and will provide background for the discussion.  Andy and Lauren will meet before the board meeting to discuss their presentation.

Group Discussion - Speaker Series – Agree Upon Speakers for August, September, October (except for July and August, the following speakers shown are recommendations for committee consideration)  Speaker Series was discussed and assignments made to committee members to schedule and confirm speakers through November 2013

September - Lew Frederick, State Representative – House Bill 2662 Relating to the neglect of foreclosed residential real property, declaring an emergency and prohibits owners of foreclosed residential real property from neglecting foreclosed property during the vacancy period.  Permits local government to assess civil penalty for each day during which the owner fails to remedy conditions of neglect and declares emergency effective upon passage.  


Carol informed everyone that Representative Frederick confirmed he will attend the SGNA Board Meeting on Tuesday, September 10th.


October – New Seasons – Lauren Jones to schedule and confirm


Lauren will confirm with New Seasons for the October meeting


November – FPAME – Andrew Alvis to schedule and confirm


Carol stated that it is her understand that FPAME has confirmed they will be the guest speaker at the November meeting and that they may perform at the meeting.

  1. Request from PBOT – Carol Gossett regarding Grant for Broadway Commercial Corridor – BPOT expecting to hear about their grant early fall.

BPOT will report back to use regarding the status of the grant.

  1. Sullivan's Gulch Trail – Next Steps – NECN-LUTC will be discussing the subject of the Sullivan's Gulch Trail and how they may participate in the planning and implementation of the trail.  

Carol related that a small land swap is planned between UP and the City of Portland.  METRO Councilor Bob Stacey, District 6 stepped in to make sure the land was considered for the Sullivan's Gulch Trail.

Oregon Gerontological Association Summit - "Generating Leader for a New Age in Gerontology"

Friday, September 13, 2013, from 9:00a.m.-3:30p.m.

at Willamette View (12705 SE River Road, Portland, OR 97222)


Dr. Whitelaw will present on national trends in leadership and gerontology. Dr. Sasser will be exploring with the audience what it means to be a leader, what leadership feels and looks like--the commitments and sensibilities involved in developing our own and other's leadership capacities. Dr. Sasser will offer some uncommon examples from the Gero-Punk Project and her own experiences in gerontological teaching, collaborative inquiry and praxis.  This OGA Summit will be highly participatory and include instant polling, networking and world cafe-style discussions.

Dr. Nancy Whitelaw is Senior Fellow at the National Council on Aging where she was founding Director of the Center for Healthy Aging. She also co-directs Practice Change Leaders for Aging and Health, a national program to develop organizational leaders who can shape transformative improvements in care for older adults. During 2012, she served as President of the Gerontological Society of America.

Dr. Jenny Sasser is Director of the Gerontology Program at Marylhurst University. Dr. Sasser served on the Oregon Gerontological Association Board of Directors from 2005 to 2010 and was OGA Chairperson from 2007 to 2010. Dr. Sasser is co-author with Dr. Harry R. Moody of Aging: Concepts and Controversies. Dr. Jenny Sasser is the 2012 recipient of the Association for Gerontology in Higher Education Teaching Excellence Award.

BPOT NOTIFICATION: This summer, the City of Portland is planning to repair and seal several streets in your neighborhood as part of its "Back to Basics" street maintenance program.  Maintenance crews will first clean the streets, seal cracks in the pavement, and make minor surface repairs such as filling potholes. In a subsequent visit, crews will apply a "fog seal" surface sealer to the street surface. 

Affected residents will receive at least 24 hours notice before work begins, and their street will be closed while this work is being performed. Before work starts, vehicles parked on the street will need to be moved, and other obstructions such as piles of dirt or dumpsters will need to be cleared. We also ask that residents not water their lawns or allow water to run into the street before repair work is done since the pavement must be completely dry during this work. 

The "fog seal" that will be applied is a mix of asphalt, water, recycled rubber tires and fine grit that will be sprayed onto the street leaving a dark black appearance. It will remain wet and sticky for up to six hours after application. Keep vehicles, bicycles, children, pets, and your shoes off the pavement until all barricades and traffic control are removed. 

Benefits for your streets: Preventive street maintenance and repair saves gas tax dollars. The combination of cleaning, repairing, and sealing will help prevent water from intruding into the road base and undermining the road surface and protect the street from weathering and oxidation. By performing these preventive activities, we will extend the life of your streets and help avoid more costly and lengthy repairs in the future. 

What to expect next: A door hanger notice will be distributed to residents a minimum of 24 hours before work begins with a reminder to move parked cars, and keep all people, pets and vehicles (including bicycles) off the street during this work. Residents will also see "No Parking" signs placed along the curb-line as a reminder.
